What really is an offer

I have had three people say "hey I want your Item" You the seller answer sure and start the conversation on details. The buyer never answers back. Why is that consider an offer?

  Why does the data activity says offers instead of messages? I have not gotten one offer in about a year. I only get messages. Whomever is making your decisions is being deceitful by saying mesages are offers.
